The assignment of an outage allows a third party to hold the outage's position under the terms and conditions currently laid down.
What's different about a sale?
The operation relates to an auction procedure and an award accordingly. It should not be treated as an ordinary sale of an property already registered with the seller.
What should be confirmed?
The power to assign, the status of the file, outstanding amounts and required formalities. Feasibility depends on the concrete procedure and available documentation.
How's that valued?
The budget should cover the agreed price, the amounts to be met in the procedure and the costs and status of the property. The terms of award, registration and possession require a separate analysis.
Legal viability before negotiations
The assignment requires an examination of who's entitled to give up and what rules apply to the file. The competent body, the stage of proceedings and outstanding proceedings should be identified. The rules have been changed and the terms and conditions of another operation should not be moved without a review of the applicable arrangements.

Please explain what concepts cover the amount of the assignment and what additional payments are for the acquirer. The award, registration and acquisition of possession are different challenges. Loan remaining, jobs, taxes and maintenance have to be integrated into the budget and timetable.

Can any tenderer give up the paddle?
That's something to be presumed. The terms and conditions laid down by the rules applicable to the individual procedure have to be checked.

Not necessarily. The actual availability depends on the outstanding proceedings and the possession status of the property.
